Security Council Resolution for Gaza International Force seen as positive move

The establishment of a temporary international force to stabilize Gaza will contribute to reducing chaos and ensure an end to the state of war.

UN Security Council Resolution 2803 (2025), adopted on November 17, welcomed the establishment of the Board of Peace (BoP) as a "transitional administration" tasked with coordinating reconstruction efforts in Gaza.

The resolution authorizes the BoP to establish a temporary International Stabilization Force (ISF) in Gaza to be deployed under a unified command acceptable to the BoP.

Analysts told Citadel that the Security Council resolution to send international forces to the Gaza Strip is a positive one, as it will contribute to reducing chaos, ensuring the flow of aid, and building new civilian and security institutions.

It also guarantees security for the countries of the region, including the border crossings with Egypt and Jordan.

According to press sources, 21 countries are holding discussions about participating in the force through daily meetings at the Civil Military Coordination Center (CMCC) in Kiryat Gat, southern Israel.

Countries such as Indonesia, Azerbaijan, and Egypt have expressed their willingness to participate in these forces, which are scheduled to begin their mission in early January for a renewable two-year period.

Resolution 2803 welcomed the comprehensive plan announced by US President Donald Trump on September 29, the first phase of which, consisting of 20 points, led to a ceasefire between Hamas and Israel days later.

The resolution is based on the "first phase" of President Trump's Gaza plan, calling on Israel, Egypt, and a to-be-newly-equipped and trained Palestinian police force to work together to establish and direct an International Stabilization Force.

Under the resolution, Hamas would relinquish its weapons, and its military infrastructure would be destroyed.

Palestinians welcome the resolution

"It is clear that the recent Security Council resolution was welcomed by the Palestinian Authority," Palestinian analyst Mukhaimer Abu Saada told Citadel.

"Algeria also voted in favor of the resolution adopting President Trump’s plan for a ceasefire and the reconstruction of Gaza," he added.

He emphasized the necessity of a political solution to culminate the resolution to end the war, the peace efforts, and the reconstruction of Gaza.

"This is necessary to achieve the fruitful results of the Trump plan, which the international community is striving to implement," Abu Saada said.

Reconstruction coordination

Political analyst Waddah al-Jalil called Security Council Resolution 2803 "a major international step," which legitimizes the BoP as a transitional administration to handle post-war relief and reconstruction in Gaza.

"The BoP authorizes the establishment of a temporary international force to maintain security, disarm militias, and protect civilians," he told Citadel.

These efforts, al-Jalil said "contribute to reducing chaos, ensuring the flow of aid, and building new civilian and security institutions."
